School Playground Planning: Age-Appropriate Zoning, Equipment Selection and Budget
A school playground is not a smaller version of a public park. It has a fixed, known user group, a compressed usage pattern of two or three intense breaks per day, and a duty of care that sits squarely with the school. That combination changes almost every design decision: equipment height, surfacing depth, circulation width and even where you put the drinking fountains.
The biggest planning error Vietnamese schools make is buying one large combination unit and treating it as the whole playground. A well planned schoolyard is a set of zones sized to how many children are outside at once, split by developmental stage, and specified to survive ten years of daily use.
1. Start with capacity, not with equipment
Before looking at a single catalogue, calculate how many children will be outside simultaneously.
- Kindergarten: plan 4 to 7 m2 of outdoor play area per child on the largest concurrent break.
- Primary school: plan 3 to 5 m2 per child, since older children use space more dynamically and rotate through activities faster.
- If a school runs staggered breaks, size for the largest single cohort, not the total enrolment.
A kindergarten with 180 children where all classes go out together needs roughly 720 to 1,260 m2 of usable outdoor area. A primary school of 900 pupils with three staggered breaks of 300 needs around 900 to 1,500 m2. Equipment should occupy only 25 to 35 percent of that; the rest is open running space, shade, seating and circulation. Playgrounds packed with structures are less used, not more used, because they eliminate chasing games.
2. Kindergarten zoning: ages 2 to 5
Preschool children are building gross motor control, balance and early social negotiation. They need low equipment, short sightlines and lots of surfaces they can manipulate.
Zones for a kindergarten yard
- Toddler zone (2 – 3 years), 15 to 20 percent: platform height maximum 600 mm, slide height maximum 900 mm, wide steps with handrails on both sides. Physically separated from the older preschool zone by planting or a low fence.
- Preschool play structure (3 – 5 years), 20 to 25 percent: platform height maximum 1,200 mm, slides up to 1,500 mm, crawl tunnels, low climbing nets, small bridges.
- Swings, 10 percent: cradle seats for under-3s and flat seats for 3 to 5. Swings need the largest safety zone of any equipment. Allow 2 x the pivot height in front and behind.
- Sand and water play, 10 to 15 percent: the highest developmental value per dollar in the entire yard. A sand table plus a simple water channel outperforms a second climbing structure.
- Sensory and role play, 10 percent: play house, mini kitchen, musical panels, tactile boards, mark-making walls.
- Open grass or soft surface running area, 20 to 25 percent: non-negotiable. Children need space to simply run.
- Shade, seating and storage, remainder: at least 30 percent of the yard should be shaded between 10:00 and 15:00 in Vietnamese conditions.
Kindergarten equipment rules
- No free-height fall exceeding 1,500 mm anywhere in a preschool yard.
- All openings must be either under 89 mm or over 230 mm to prevent head entrapment.
- No gaps, V-shaped openings or protruding bolts that can catch clothing or drawstrings.
- Handrail diameter 25 to 30 mm so small hands can close a grip fully.
- Surfacing must extend at least 1,800 mm beyond the equipment footprint in all directions.
3. Primary school zoning: ages 6 to 11
Primary-age children want challenge, competition and social territory. They will find risk whether you design for it or not, so it is safer to provide graded challenge than to provide nothing.
- Active climbing and agility zone, 20 to 25 percent: rope pyramids, climbing walls, monkey bars, ninja courses, balance beams. Platform heights up to 2,000 mm, free fall height capped at 2,500 to 3,000 mm depending on surfacing.
- Multi-sport court, 25 to 35 percent: a single hard court marked for football, basketball and badminton is the highest-utilisation element in any primary school. A standard combined court of 15 x 28 m serves most needs.
- Outdoor fitness and calisthenics, 8 to 10 percent: pull-up bars, parallel bars, step platforms. Cheap, durable, and used heavily by upper primary boys and girls alike.
- Quiet and social zone, 10 to 15 percent: shaded seating clusters, amphitheatre steps, outdoor classroom. Roughly a third of primary children do not want to run at break; if you give them nowhere to sit, they loiter in corridors.
- Open field or run-around space, 20 to 25 percent.
- Nature and learning zone, 5 to 10 percent: planting beds, weather station, sensory garden. Doubles as curriculum space.
4. Surfacing: where budgets are won and lost
Surfacing is typically 25 to 40 percent of a playground budget and is the item schools most often under-specify. Critical fall height must match the equipment, not the other way round.

EPDM at 40 mm handles a 1.5 m fall; 60 mm handles roughly 2.5 m. Specifying 25 mm EPDM under a 2 m climbing frame because it looked cheaper on the quote is the most common and most dangerous shortcut in the market. A workable split for a full project: equipment 40 to 50 percent, surfacing 25 to 35 percent, groundworks and drainage 8 to 12 percent, shade structures 6 to 10 percent, installation and certification 5 to 8 percent. Add an annual maintenance line of 3 to 5 percent of capital cost; schools that skip this are re-buying equipment in year six instead of year twelve.
Phasing when the budget is short
- Phase 1: groundworks, drainage, surfacing and shade. These are the items that are painful and expensive to retrofit.
- Phase 2: the main play structure for the largest age cohort.
- Phase 3: swings, sand play, outdoor fitness, sensory and quiet zones.
Never reverse this order. Installing equipment first and surfacing later means digging up and re-setting foundations.
6. Specification checklist for procurement
- Request EN 1176 and EN 1177 conformity, or an equivalent standard, in writing for every item.
- Hot-dip galvanised steel posts with powder coat, minimum 2.0 mm wall thickness for main uprights.
- HDPE panels rather than plywood or painted MDF. Vietnamese humidity destroys timber composites in outdoor use within three to four years.
- Rotationally moulded slides with UV stabiliser; check the warranty covers colour fade, not just cracking.
- Stainless or galvanised fixings throughout, with tamper-resistant caps on all exposed bolts.
- Ask for the maintenance manual and spare parts list before signing, not after handover.
- Require an installation certificate and a post-installation inspection report.

Plan the schoolyard around how many children are outside at once, split it by developmental stage rather than by product catalogue, and let critical fall height drive the surfacing spec. Reserve at least a fifth of the area for open running space, shade a third of it, and budget for maintenance from day one. Do that and the yard will still be safe and sound a decade after handover.
